Minnesota Statute

Since 1991, Minnesota Statute 243.166 has required all felony-level predatory offenders in Minnesota to register current personal information with the Minnesota Bureau of Criminal Apprehension, with the assistance of a local police department, for at least 10 years due to the nature of their crimes and the proven increased risk for re-offense.

The recorded information for each offender includes current employment, residency, phone numbers, vehicle descriptions and a current photo.

In 1996, the Minnesota State Legislature passed a Community Notification Act charging local law enforcement with the responsibility of informing the public about predatory offenders living in their communities. The Community Notification Act allows some information about high-risk offenders to be made public in the communities where they live, work or attend school.

Community Notification and Predatory Offender Levels

Level I: Low risk

If a Level I offender resides in Eden Prairie, law enforcement may notify: 1) other law enforcement agencies, and 2) any victims of, or witnesses to, the offense committed by the offender.

Level II: Moderate risk

If a Level II offender resides in Eden Prairie, law enforcement may notify, in addition to Level I notifications: 1) schools and day cares, and 2) establishments and organizations that primarily serve individuals likely to be victimized by the offender.

Level III: High risk

If a Level III offender resides in Eden Prairie, law enforcement may notify, in addition to Level II notifications: other members of the community whom the offender is likely to encounter. Information about the offender, including their photo and details of their crime, will be posted to this website and distributed to residents via local media, email and social media. Neighbors in close proximity will be notified directly.
