There are two cemeteries in Eden Prairie, and they are both owned and managed by the City.
Residents and non-residents are eligible for interment. The fees are set annually by the City Council.

Grave Markers and Monuments
The City does not install markers or monuments. This work must be coordinated with a monument company. However, the City will identify and mark the location at no charge.
Ownership of the Eden Prairie Cemetery was transferred from the association board to the City in March 2022.
Homer Raguet, secretary of the Eden Prairie Cemetery Association, submitted the following information for the Feb. 10, 1974, meeting of the Eden Prairie Historical Society:
The original Plat of the Eden Prairie Cemetery Association was surveyed in May of 1864 by Wm. A. Fuller and filed with R.R. Bryant, register of Deeds, on February 9, 1865. The deed from Alex Gould was recorded January 27, 1865. The lots were 16 ft. north and south by 18 ft. east and west. The avenues running north and south are 6 ft. wide and the avenues running east and west are 4 ft. except Main which is 8 ft. The avenues east and west are named as follows: North Ave., Maple Ave., Plum Ave., Grove Ave., Main Ave., Prairie Ave., Pine Ave., Oak Ave., and South Ave... Main Ave. was the entrance and road through the cemetery.
Family names of lot owners in the original Plat are: Hamilton, Bailey, Schmidel, Apgar, Eden Prairie Township, Seiler, Jarrett, Gould, Oothoudt, Good, Seck, Lowell, Furgerson, Smith, Blakley. Jarrett, Staring, Neill, Turkey, Barker, Miller, Turkey, Cass, Collins, Cummings, Gould, Staring, Mitchell, Raguet, Brown, Clark, Moran, Wm. Anderson, Robbins, Rivers, Comstock, Stacy, Moran, Anderson, Seiler, Gould, Neill, Terrell, Paine, Kempton, Gibbs, Mitchell, Hulbert, Pemberton.
In 1906 more land was purchased from H. C. Akeley which was one row of lots on the south side and three rows on the west side of the cemetery. In 1914 more land was purchased from Florence Akeley which was a 10 ft. strip on the south side and ½ acre on the west side. In 1957 two acres of land was purchased south and west of the cemetery from the Eden Prairie Development Co. I have outlined these purchases with colored crayon on the cemetery map.
I have the Secretary Books of the Association dating from 1898. Before that date I have no record of the meetings. On March 9, 1897 the new by-Laws were adopted and J. W. Pemberton was elected secretary, A. S. Neill, treasurer and Frank Rivers, chairman. The following have served as trustees of the Cemetery Association:

Historical Dates from Meeting Minutes
1898 – Sale of lot $5 (8 graves)
1902 – A.S. Neill to see about purchase of land
1903 – Recommended that the board be instructed to build a cistern in the cemetery as soon as there is enough money
1906 – Paid H. C. Akeley $20 for land
1909 – Fred Miller was instructed to have gophers poisoned in cemetery
1910 – Committee of three; F. F. Miller, C. E. Hulbert, J. H. Anderson have charge of fencing the cemetery with help of lot owners.
1911 – No assessments of lots this year – dry weather last year. On motion resolved that the trustees have charge of where teams be allowed to drive in cemetery.
1916 – Trustees were instructed to buy bricks to restake cemetery. On motion resolve to authorize F. F. Miller to take measures to collect all back dues.
1917 – Only two members present – no business transacted.
1919 – On motion resolved to have Mr. Good mow the cemetery twice at proper times. It was wish of lot owners to have cemetery fence fixed, the cemetery restaked, and the center isle graveled.
1920 – It was the opinion of lot owners present to purchase steel posts and repair fence and restake lots.
1923 – The cemetery board met Feb. 5, 1923 and decided that the price of lots shall be $20 from this date.
1926 – Special Meeting, March 12, 1926 to set up a trust fund.
1930 – On motion Fred H. Miller was ordered to withdraw the money from the Minnesota Trust and Loan C. and deposit it in the Farmers and Mechanics Bank.
1931 – Resolved that a well be put in. Mrs. Stolz pledged $25.00, Mrs. F. F. Miller pledged $25, and Wm. Zahalka pledged to put in said well for $1.25 per foot.
1934 – Moved that lot owners get-together on May 21 to clean cemetery and that the ladies give a good dinner. Here after all lots sold will be $75, that includes cemetery fund.
1946 – Approved motion to sell ½ lot (4 graves) for $50
1952 – Approved motion to sell ½ lot for $75 and full lot for $125
1957 – Approved motion to sell lot for $300, ½ lot for $150, 2 graves for $100
1958 – Purchased and paid for 2 acres of land from Eden Prairie Development Co.
1960 – John Rogers bequest of $500 was to be matched by lot owners. It was matched and over subscribed.
1969 – Motion approved to set price of graves at $100 each.
1970 – Special Committee appointed consisting of Art Miller, Dean Oothoudt, Doris Charnstrom, to get bid and black top drive way. Cost $2,495 paid by donations for lot owners and friends.
Flowers and Remembrances Regulations
1. General
1.1 It is the intention of the Eden Prairie Cemetery to allow friends and families to adorn graves with flowers and remembrances.
1.2 These regulations are established to create uniformity and allow for the proper maintenance of the Cemetery Grounds.
2. Placement
2.1 Each grave is allowed one posted potholder.
2.2 The placement will be at the center of the grave (21inches from each grave edge) and on the line marking the grave and the aisle.
2.3 The potholder and all remembrances will be a minimum of 2 ft. above the ground.
2.4 No remembrances of any nature will be allowed on the grounds around any grave. This is to include loose flowers, potted plants, decorations, figurines, flags or night lights.
3. Flower Types and Remembrances
3.1 Natural and Artificial flowers will be allowed from April 15 through October 1.
3.2 Artificial flowers will be allowed from October 1 through April 1.
4. Items Not Permitted
4.1 The planting of flowers, plants or trees is not permitted.
4.2 Hanging baskets, bird feeders and bird houses are not permitted.
5. Exception
5.1 During the time from one week prior to Memorial Day until 1 week after, there are no restrictions as to the number of flowers or remembrances allowed at each grave.
5.2 It is expected that the family/friends of the deceased will remove all of these exception items by the end of the specified time period. Any items remaining after these time periods will be removed in the course of regular maintenance.
6. Maintenance
6.1 Spring Clean Up of the cemetery will be around April 1st.
6.2 Natural flowers that have died may be removed at any time.
6.3 Artificial flowers and remembrances that become damaged or faded may be removed at any time.
Marking of Graves Rules and Regulations
1.1 It is the intention of the Eden Prairie Cemetery to require all graves to be marked with a Grave Marker or Monument within one year after the first burial. Requests for time extensions may be made to the City of Eden Prairie.
1.2 If a Grave Marker is placed, it will have the Name and Personal Information of the individual(s) buried there. If a Monument is placed in conjunction with a Grave Marker, the Monument may be allowed to have the surname engraved and/or may be allowed to have the personal information of the individual(s) buried there.
1.3 If a Monument is placed, it will be allowed to have the Name and Personal Information of the individual(s) buried there. But if the Monument has the Name and Personal Information inscribed on it, a Grave Marker will not be allowed to be placed.
2. Grave Markers
2.1 Definition – A flat stone inscribed with the name of the deceased and any other pertinent information, set at grade level.
2.2 Sizes and Placements
2.2.1 On all single graves only one marker shall be placed but can be inscribed with more than one name and dates. This grave marker is to be center on the designated grave and place in the walkway for that grave.
2.2.2 Grave markers on single graves shall be limited to two sizes:
All graves with a single burial, either full burial or cremation will be allowed a grave marker with a maximum size of 24” x 12” x 4”.
All graves with multiple burials, either full burial with a cremation burial or one, two or three cremation burials will be allowed a grave marker with a maximum size of 30” x 12” x 4”.
2.2.3 Owners of adjoining graves will be allowed the use of a double grave marker, designating both graves. These double markers will be center on the dividing line between the two graves and place in the walkway for these graves. Double grave markers will have a maximum size of 40” x 12” x 4”.
2.2.4 The setting of all markers shall be in the place and position determined by the City of Eden Prairie. The top edge of all grave markers will be on the edge of the grave(s) where it meets the walkway.
2.2.5 The Cemetery, will at its own expense, without any liability, correct any error made by any of its employees in determining the location of the foundation for any marker.
2.3 Materials and Quality
2.3.1 All grave markers shall be constructed of first grade sound Granite or Bronze. No artificial or other materials are permitted.
2.3.2 All granite grave markers must have square sawed bottoms and be fabricated from sawed stone blocks. The top surface of all markers must be smooth finished. The ends and side of granite markers may be straight cut, rock-pitched or rustic.
2.3.3 Bronze grave markers must be at least 3/16" in thickness and attached to a solid base of granite or concrete a minimum of 4” thick.
2.3.4 All grave markers must have an unadorned mowing border of approved materials with a size of not more than 4” wide around the entire marker. The unadorned mowing border will have no effect on the placement of the grave marker.
2.3.5 All grave markers must be of the flat or surface type, set even or flush with the surface of the ground. No marker will be permitted set above the surface of the ground.
2.3.6 The U.S. Government furnishes grave markers for armed service veterans. The City of Eden Prairie will allow either the 2' x 1' bronze marker or the granite marker. The upright markers or the marble markers are not permitted.
2.3.7 Producers of grave markers must agree to sell only first grade materials. Grave markers must be free of defects and stains and that it will not check or crack. The producers agree, in writing, that should faults develop within five years from the date of setting; the grave marker will be replaced without cost to the Cemetery, or the lot owner.
2.4 Adornments
2.4.1 It is suggested that if, in doubt, the Lot Owners or Vendors should consult the Cemetery Board before orders are placed in order to comply with the rules governing grave markers.
2.4.2 No surface type markers will be permitted in which a flower vase is an integral part of the marker.
2.4.3 All outside top edges must be lined or slightly beveled to prevent chipping. Pencil rounded edges are acceptable.
2.4.4 All lettering shall be carefully spaced and accurately set in line, both vertically and horizontally and must be uniform in width and height. All incised lettering and engraving must be at least 3/16" in depth. Raised letters are permitted on bronze markers only.
2.4.5 The coloring, painting, enameling, lacquering, or bronzing of letters or other parts of stones or bronze work is not allowed.
2.4.6 No photograph or reproduction of a photograph may be affixed to any marker.
2.5 Installation, Delivery and Maintenance
2.5.1 All deliveries of grave markers must be accompanied by a delivery slip. The name that is on the grave marker, the lot, section, and grave number, the size and type of material and date of delivery must be shown.
2.5.2 The City of Eden Prairie reserves the exclusive right to reject all grave markers which do not conform to the Rules and Regulations in sections in which they are placed. Grave markers of inferior quality, design, material, or workmanship will be rejected.
2.5.3 The City of Eden Prairie reserves the right to remove or repair any grave marker of any type subsequent to installation, that in its judgment, proves to be faulty or of inferior quality, design, material, workmanship or is inappropriate, unsightly, dilapidated or a menace to visitors or employees. Any repair or removal expense, unless otherwise provided, will be the responsibility of the lot Owner.
2.5.4 The cleaning, lettering, engraving, or repair of gave markers by any person or concern may be done only with the consent of the Lot Owner and with the approval of the City of Eden Prairie. All damage to the lot or any part of the cemetery resulting from this work will be repaired by the City at the expense of such Lot Owner, person, concern, or other performing such work or his principal.
3. Monuments
3.1 Definition – A vertical stone inscribed with the name of the deceased or family name and any other pertinent information. Each monument will consist of three part; the foundation, the base and the tablet. The foundation is a concrete base set below the level of the ground used to support the base and tablet. The base is the part of the monument that sets on the foundation and supports the tablet. The tablet is the upright portion of the monument above the base.
3.2 Sizes and Placements
3.2.1 Monuments will be standardized into three sizes. They will be:
Single Monument, which will be allowed for use on a single grave. The maximum size of this monuments is as follows:
A base will be 34 inches in length, 12 inches in width, and 6 inches in height.
A table will be 24 inches in length, 6 inches in width, and 30 inches in height.
Double Monument, which will be allowed for use when grave owners own two adjoining graves on either the top or bottom of a lot. The maximum size of this monument is as follows:
A base will be 40 inches in length, 14 inches in width, and 8 inches in height.
A table will be 30 inches in length, 8 inches in width, and 40 inches in height.
Quad Monument, which will be allowed for use when grave owners own four adjoining graves on either the top or bottom of a lot. The maximum size of this monument is as follows:
A base will be 46 inches in length, 16 inches in width, and 10 inches in height.
A table will be 36 inches in length, 10 inches in width, and 50 inches in height.
3.2.2 No monument will be set until at least one of the graves associated with that monument is in use. Requests for exceptions can be submitted to the City of Eden Prairie.
3.2.3 Before any monument may be erected in the cemetery, there shall be furnished to the City of Eden Prairie, a completed plan with the sketch and specification for their approval. Such sketch should be drawn in ink and to scale showing both front and side views. The plan shall show the material, sizes, finish, lettering, and engraving in detail.
3.2.4 Foundations for all monuments shall be located in the place and position determined by the City of Eden Prairie. All requests for the foundations and setting of a monument must be submitted in writing by the Lot Owner to the City of Eden Prairie.
3.3 Materials and Quality
3.3.1 The front and rear faces of a monument must be smooth finished. The sides of the tablet may be smooth, rock-pitched or rustic finished. The four sides of the base will be rock-pitched or rustic finished.
3.3.2 All monuments shall be constructed only of first grade natural stone of granite or marble. No memorial made of made artificial materials, or of soft natural stone, or that shows drill marks, cracks, or other faults will be permitted. In all cases, workmanship should also be of first grade quality.
3.3.3 Unadorned mowing boarders of approved materials of 2 inches are allowed on monuments with the approval of the City of Eden Prairie.
3.3.4 When marble is used it must be certified for permanence and such certification must be endorsed by the Quarries and the manufacturers stating that such marble will not spall, check, crack, or deteriorate from nature.
3.3.5 The bottom bed of all memorial bases must be cut level and true so that all parts of the bottom base contacts the foundation for the monument. The use of shims, underpinning of any sort between the base and the foundation or the removal of any part of the foundation to accommodate irregularities of the base is prohibited.
3.3.6 All lettering of shall be carefully spaced and accurately set in line. All incised lettering must project from the surface at least 3/16 inch. The coloring painting, enameling, lacquering, or bronzing of letters or other parts of stone or bronze work requires the special approval of the City of Eden Prairie.
3.3.7 All monuments must have a concrete foundation at least four and one-half (4 ½)in. in depth beneath them and must be made at least as large as the bottom base and up to 2 inches larger than the bottom base. Reinforcing bars will be required when deemed necessary.
3.4 Adornments
3.4.1 No name or inscription may be carved on the back side of a monument unless the adjoining lot belongs to the owner of the lot on which the monument is to be placed or there is an agreement, in writing, with the owner(s) of the adjoining graves.
3.4.2 No monument shall incorporate the use of photographs or reproductions of a photograph nor will cut flower vases be allowed as an integral part of the memorial.
3.5 Installation and Maintenance
3.5.1 The City of Eden Prairie reserves the right to refuse any dealer, contractor, or agent the right of providing services in the cemetery based upon the City of Eden Prairie's good faith determination that there is a reasonable basis for such refusal including but not limited to such person's lack of expertise, poor quality of workmanship, lack of financial strength, or failure to comply with the Rules and Regulations of the Cemetery.
3.5.2 Persons engaged in erecting any monument are prohibited from attaching ropes or cables to other monuments or to trees and shrubs. The scattering of material over adjoining lot blocking roads or paths is also prohibited. They must do as little injury to grass, trees, or shrubs as possible. Any damage done by a dealer, contractor, or their agents will be repaired by said persons.
3.5.3 Persons engaged in building a foundation or erecting any monument are prohibited in performing such work during the time a funeral service is scheduled.
3.5.4 The cleaning, lettering, engraving or repair of monuments, by any person or concern other than the City of Eden Prairie may be done only with the written consent of the Lot Owner and with the approval of the City of Eden Prairie. When deemed necessary however, and in accordance with these Rules and Regulations, the City of Eden Prairie may order the work to be performed by its own violation. All expenses pertaining to such work, unless otherwise provided, are the responsibility of the Lot Owner. All damage to the lot or any part of the cemetery resulting from this work will be repaired by the Lot Owner.
3.5.5 The City of Eden Prairie reserves the exclusive right to reject all monuments which do not conform to the Rules and Regulations. The City of Eden Prairie also reserves the right to remove any monument that in its’ judgment, proves to be faulty or of inferior quality, design, material, workmanship, or is inappropriate.
3.5.6 The City of Eden Prairie will not be responsible for damage to or loss of monuments caused by the elements, thieves, vandals or other causes beyond its reasonable control.
3.5.7 No monument or any portion thereof may be removed from the lot or cemetery except by written consent of the Lot Owner and with the approval of the City of Eden Prairie or unless a monument is ordered removed by the City of Eden Prairie in accordance with these Rules and Regulations.
3.5.8 Dealer's or manufacturer's cards or advertising shall not be cut, marked, or attached on any structure or other memorial within the cemetery. This rule does not include copyright notices, but such notices must be small and must be engraved inconspicuously.
3.5.9 Should any monument become unsightly, dilapidated or a menace to visitors or employees, the City of Eden Prairie shall have the right to repair or remove same. Any repair or removal expense, unless otherwise provided, will be the responsibility of the Lot Owner.
Pleasant Hill Cemetery

- Trees, shrubs, vines or fences may not be installed by a private party on cemetery grounds
- All landscaping, grading and seeding is done by the City of Eden Prairie or its designated contractors

Columbarium Veterans Medallions
Veterans buried at Pleasant Hill Cemetery may have a medallion affixed to a niche cover on the columbarium. Medallions must be purchased in advance and delivered to the City for installation.

Pleasant Hill Cemetery was established in 1885 when an area north of the Eden Prairie Presbyterian Church was platted as a cemetery. The church building was removed in 1966 and Section II was added to the cemetery. Additional cemetery land (Section III) was purchased from a developer in 1971. Ownership of the cemetery was transferred from the Pleasant Hill Cemetery Association to the City of Eden Prairie in 1987.
Caskets must be enclosed in a concrete burial vault or concrete grave liner. An urn vault is optional.
Grave Lot Specifications
The number and combinations permitted to be buried in any grave are:
- One adult vault
- Two urns
- One adult or one child vault and one urn
- One adult and one child in one vault
- Two infants in one vault
Every grave marker must be placed in the space reserved as shown on the grave plot or as directed by the City. All markers in Section III must be flush/flat style markers. Upright markers are permitted in sections I and II with City permission.
Marker Size Limitations
Single Marker: 12-by-24 inches
Double Marker: 12-by-40 inches
Marker Thickness: 4 inches
A 4-inch, unadorned mowing border of approved materials is encouraged.
Many visitors enjoy honoring their loved one's resting place with decorations. To keep the cemetery grounds neat for all visitors, the City offers practical guidelines.
Flowers and plants may be placed in a single, durable and erect stand. Only one flower/plant stand per grave plot is allowed. Any artificial flowers, plants, wreaths or other adornments are subject to removal with the exception of 30 days following interment, or if not placed in an appropriate flower/plant stand.
Additional live or potted plants are allowed on special dates such as religious holidays, Memorial Day, birthdays or anniversaries. They can be displayed for five days, after which they will be removed.
The City is not responsible for damage, destruction or loss of flowers, plants or flower/plant stands. The City will remove unused stands that are not maintained or used for an extended period of time. Also, anything that interferes with the routine maintenance of the cemetery will be subject to immediate removal. This includes glass items, planters, balloons, knick-knacks, statues, stuffed animals, wind chimes, flags and solar lights.
1. Interments
1.1. Grave owners are only granted the right of interment in their grave(s). The City of Eden Prairie reserves the right to refuse to permit interment of anyone who is not a relative of the owner, by blood or marriage. Written, notarized permission of the grave owner must accompany all requests for permits to bury persons not members of the immediate family of the grave owner.
1.2. No interment shall be made in the cemetery except upon at least 24 hours notice prior to the time set for the interment.
1.3. No casket shall be interred within the cemetery grounds unless first properly enclosed in a concrete vault or grave box.
1.4. Cremated remains must be placed in a permanent urn or concrete burial receptacle prior to burial, the scattering of cremated remains is not permitted.
1.5. Prior to interment, in the event that an owner of a grave or funeral director fails or neglects to inform the City of specific locations of where the burial is to take place, the City of Eden Prairie reserves the right to designate the location of said burial. In the event that an owner of a grave or a funeral director fails or neglects to inform the City of specific dimensions of the concrete vault, grave box, or permanent urn or concrete burial receptacle to be used in said interment, the City shall assume the dimensions to be that of a standard concrete vault or grave box, and shall act thereon without assuming any liability in the event that the actual dimensions are different. Information as to the specific location of the intended interment and the specific dimensions of the vault used therein shall be given to the City in writing. Any mistakes or errors made in the location of interment or size of grave occurring as a result of receiving oral information, or incomplete or incomprehensible written information, shall not result in any liability on behalf of the City.
1.6. The owner of the grave and/or funeral director shall be responsible for procuring the interment permit and shall be responsible for properly identifying the body to be interred before it is placed in the vault. In the event any mistakes or errors are made as to the information in the interment permit or as to the identification of the body, the City shall not be held liable.
1.7. No interment of two or more bodies shall be made in one grave except in the following cases:
(1) A parent and child may be buried in one casket.
(2) Two infants may be buried in one casket.
(3) Two urns of cremated remains may be buried on one grave.
(4) One body in a casket and one urn of cremated remains may be buried in one grave.
1.8. No interments may be made in the cemetery unless all the ordinances, rules, and regulations regarding interments have been complied with and until the purchase price of said grave and all burial fees are paid, or arrangements have been made with the City to pay for such costs.
1.9 The cost of interments, including the burial of cremated remains, shall be determined by the City, and is subject to change. A current fee schedule may be obtained at the City offices.
2. Delay of Interment
2.1. The City of Eden Prairie will not be liable for any delay in the interment of a body when a protest to the interment has been made or where failure to comply with these Rules and Regulations result in delay of interment.
3. Disinterments
3.1. Before any grave may be opened for any purpose, written permission of the next-of-kin of the body to be disinterred shall be filed with the City, along with written permission of the grave owner, unless said grave owner is predeceased. The disinterment will be scheduled by the City. This provision does not apply when disinterment is ordered by a duly-authorized public authority.
3.2. The costs of disinterments shall be determined by the City.
4. Conditions of Grave Purchases
4.1. All graves will be sold subject to these Rules and Regulations and any amendments or adoption thereto. The purchaser shall expressly agree, in the deed conveying the grave, that their rights are subject to these Rules and Regulations and any amendments thereto shall constitute the complete sale agreement between the cemetery and the grave owners.
4.2. No grave shall be used for any purpose other than the burial of human remains and the placement of appropriate memorials, pursuant to the Rules and Regulations of the cemetery.
4.3. No easement or right of interment is granted to any grave owner in any road, drive, alley, or walkway within the Pleasant Hill Cemetery, but such a road, drive, alley, or walkway may be used as a means of access to the owner’s cemetery grave or graves.
4.4. In the event any errors are made by the City or agent thereof in making interments, disinterments, or removal, or in the description, transfer or conveyance of any interment property, the City shall have the right to correct such error by:
(1) canceling such conveyance and substituting and conveying in lieu thereof another interment property of equal value in a location to be determined by the City, or
(2) refunding the amount of money paid on account of said purchase
5. Purchase of Graves
5.1. All fees, costs, or charges shall be set by the City and are payable to the City of Eden Prairie at the City offices located at 8080 Mitchell Road, Eden Prairie, Minnesota.
5.2. Upon full payment of the purchase price of a grave, the City of Eden Prairie will issue a cemetery Deed conveying the grave, executed by the City, and the Deed shall be recorded in the records of the City. Description of the grave will be in accordance with the cemetery plats, which are kept at the City offices.
6. Transfer of Graves
6.1. In order to transfer ownership of a cemetery grave to another, the owner must complete a Transfer of Ownership document provided by the City, and have the same signed by a witness and notarized by a Notary Public. The Transfer of Ownership document must be reviewed and approved by the City prior to the transfer of a grave by the owner. The owner of a grave may transfer said grave to:
- The City of Eden Prairie at the original sale price, or if the original price is unknown, the resale price shall be the current sale price for a similar grave;
- any surviving relative by will for the use and benefit of the person designated in the will;
- any person who is a resident of the City of Eden Prairie; or
- any other person approved by the City of Eden Prairie upon application by the owner of the grave. When a transfer has been made in conformance with these rules, the City will issue a deed to the new owner upon surrender of the prior deed belonging to the previous owner. The surrendered deed will then be canceled and retained by the City.
6.2. No grave will be permitted to be re-sold, disposed of, or otherwise used, until the purchase price, and all unpaid fees, costs or charges have been paid in full.
6.3. No cemetery grave may be re-sold or otherwise disposed of without prior approval of the City.
6.4. Grave owners may not allow interments to be made in their grave for remuneration unless the process for transfer of graves has been completed and approved by the City.
7. Descent of Graves
7.1. On the death of a grave owner, such grave shall be granted and conveyed by the City to any of the deceased’s parents, descendants or siblings, pursuant to the Minnesota Intestate Succession Laws, Minn. Stat. 525.14, who are qualified to be buried therein, unless provided for by will. The City may request such evidence as it may deem necessary to prove that the grave in question is received by the person who would be entitled to receive it.
8. Markers and Upright Monuments
8.1. Every grave marker must be placed in the space reserved therefore as shown upon the plat of such grave, or as directed by the City.
8.2. No marker or upright monument, nor any part thereof, may be constructed of limestone, sandstone, or any artificial material.
8.3. No upright monuments will be allowed in Section III of the cemetery; only flat grave markers of sizes specified by the City will be allowed therein. Marker size shall be limited to 12" x 24" x 4" for a single, flat marker and 12" x 40” x 4" for a double, flat marker, unless otherwise approved by the City. Exception: Upright monuments are allowed in Sections I and II of the cemetery. Any new upright monuments must be of similar size and composition as the current monuments and must be approved by the City prior to installation.
8.4. No foundation will be required for flat markers, which shall be set flush with the ground. All markers will be set by City of Eden Prairie personnel or by private contractors who must contact the City to receive adequate instruction related to proper placement. Exception: Upright monuments in Sections I and II may require a foundation and must be approved by the City prior to installation.
8.5. Four-inch wide unadorned mowing borders of approved materials will be encouraged in the cemetery. It will be the responsibility of the owner to have the marker set; however in the event it is set onsite, the City shall approve the work. Any contractors and others involved in such activity must notify the City before commencing any work thereon.
If a marker or upright monument is to be set by the City, payment of the marker setting fee must be paid to the City in advance.
9. Permanent Care
9.1. The general care of the cemetery is assumed by the City and includes the following:
- cutting of grass at reasonable intervals;
- raking and cleaning the grounds;
- pruning of shrubs and trees;
- maintaining the general preservation of the graves and grounds, walks, and
- maintaining roadways, boundaries, and structures.
The general care of the cemetery may be awarded by contract to private firms by the City, if desired.
9.2. General care of the cemetery assumed by the City shall not be required to include the maintenance, repair or replacement of any grave marker or memorial placed or erected upon graves, nor shall it include any special or unusual work in the cemetery.
10. Flowers, Adornments, and Landscape Improvements
10.1. Plants and flowers may be placed in a pot(s) on a single, durable and erect stands at a grave site. The City or any of its employees will not be responsible for the damage or destruction to any flowerpot or vase placed directly on the ground. Flowers placed directly on the grave will be removed and discarded prior to routine cutting of grass.
10.2. Pots and stands should be removed by November 1 of each year and can be replaced at the appropriate grave site beginning May 20 of each year. If pots and stands are left year-round, the City is not responsible for the damage, destruction, or loss thereof.
10.3. Stands unutilized for extended periods of time or not maintained may be removed by the City.
10.4. Live or flowering-type potted plants are allowed on special dates such as Religious holidays, Memorial Day, birthdays, or anniversaries. They will be permitted to remain on display for five (5) days after which they may be removed and discarded.
10.5. Any manner of artificial flowers, plants, wreaths, or other adornments are subject to immediate removal beyond a single maintenance period, with the exception of 30 days following interment or if placed in single, durable and erect flower stand.
10.6. No trees, shrubs, or vines may be planted, nor may any fences erected by any private party on the cemetery grounds. The City reserves the right to remove any tree, shrub, vine, plant, or flowers which may become unsightly, dangerous, diseased, or which is not in keeping with the landscape design of the cemetery.
10.7. All landscaping, grading, and seeding shall be done by the City of Eden Prairie and its designated employees or contractors. All graves will be seeded and kept flush with the adjacent ground.
10.8. The City will make water available to grave owners for care of flowers and plants in pots and stands from May 20 to October 20 of each year, depending on the weather and/or general availability of water.
11. Cemetery Management
11.1. The responsibility for the management of the Pleasant Hill Cemetery and all matters related thereto shall be vested in the City.
11.2. The Eden Prairie Parks, Recreation and Natural Resources Department shall be responsible for the care and maintenance of the cemetery.
12. Hours
12.1. The cemetery will be open daily to visitors during the hours of 7:00 a.m. to sunset. Permission to enter at all other times shall be secured from the City. The City reserves the right to refuse admission to the cemetery and to refuse the use of any of the cemetery’s facilities, at any time, to any person or persons whom the City may deem objectionable in consideration of the best interest of the cemetery.
13. General Provisions
13.1. Persons within the cemetery shall use only the paths and walkways. No one is permitted to walk upon or across graves unless it is necessary to do so to gain access to one’s own grave. The City expressly disclaims any liability for any injuries sustained by anyone violating this rule.
13.2. Persons visiting the cemetery or attending funerals are strictly prohibited from writing upon, defacing, or injuring any memorial and from breaking or injuring any tree, shrub, plant, or other structure within the cemetery grounds.
13.3. The following acts, in addition to any other applicable violations of City ordinances and regulations, are expressly prohibited:
- The driving of motor vehicles into the cemetery, unless attending a funeral, visiting a relative or friend’s grave site, or carrying on maintenance work authorized by the City.
- The driving or parking of any motor vehicle across or upon any grave.
- The driving of any motor vehicle in excess of ten miles-per-hour within the cemetery grounds.
- Loud or boisterous talking or music.
- Bringing lunches or refreshments into the cemetery or consuming them on the grounds.
- Peddling or soliciting the sale of any non-cemetery commodity within the cemetery grounds.
- Placing of signs, notices, or advertisements of any kind within the cemetery.
- Bringing firearms into the cemetery except by military escort accompanying a veteran’s funeral, attending memorial services, or by police officers.
13.4. Special cases may arise in which the literal enforcement or interpretation of a rule may impose an unnecessary hardship. In such cases, the City reserves the right to make exceptions or modifications to, or suspensions of, any of these Rules and Regulations, when the City deems that such action appears to be necessary. Such a temporary exception, modification, or suspension shall in no way be construed as affecting the general application of such Rules and Regulations.
13.5. The City of Eden Prairie reserves the right to remove all monuments, markers, flowers, plants, trees, decorations or other similar objects whenever they become unsafe or unsightly without incurring any liability to any party.
13.6. Specific costs for graves, interments, disinterments, burial of cremated remains, and setting markers are not included in these Rules and Regulations since these are set by resolution of the City Council. A current schedule of fees can be obtained at the City offices.
13.7. The City of Eden Prairie reserves the right to amend these Rules and Regulations whenever it is determined that it is in the best interest of the cemetery to do so. The City is not required to give notice of such intended action to any person.
14. Pets
14.1 Dogs and other family pets, including aid-assisting dogs, are permitted on the cemetery grounds. All pets, including aid-assisting dogs, must remain on a leash no longer than six (6) feet in length at all times while on the cemetery grounds.
