Criminal Bias or Hate Crimes

If you believe you are a victim of a criminal bias incident or hate crime, contact the Eden Prairie Police Department.

Non-Criminal Bias Incidents or Discrimination

The law states that people cannot be treated differently because of certain personal characteristics with regard to credit, employment, housing, public accommodations and services or education.

To report non-criminal bias incidents or discrimination, contact the Minnesota Department of Human Rights who can advise you on available options for dealing with the situation. There is no charge for these services.

Non-criminal incidents may also be reported to the City’s Human Rights and Diversity Commission Staff Liaison. The Staff Liaison does not investigate bias reports. The role of the Staff Liaison is to provide or coordinate support to victims when appropriate and desired, encourage the involvement of law enforcement in those cases where they have not already been contacted, and seek the prevention of bias incidents and hate crimes with education and collaborative community action.


Bias Incident or Hate Crime Defined

An act of bigotry, harassment or intimidation that is motivated in whole or in part by bias based on an individual’s or group’s actual or perceived race, color, creed, religion, national origin, gender, age, marital status, disability, public assistance status, veteran status, sexual orientation, gender identity or gender expression. Both bias incidents and hate crimes consist of conduct that is motivated by bias. However, hate crimes involve a criminal act, such as assault or vandalism. Bias incidents do not necessarily involve criminal conduct.
