2023-2027 Community Development Strategic Plan
The four divisions that make up the Community Development Department at the City of Eden Prairie include:
Housing and Community Services
The Assessing Division is responsible for property appraisals, tax court assistance and staff liaison support to the Board of Appeal and Equalization.
The Economic Development Division promotes business growth and retention, works on bond and tax increment financing, assists businesses with site locations, advocates for transportation and technology improvements, and represents the City on the Eden Prairie Chamber of Commerce.
Housing and Community Services staff members work on affordable housing initiatives, administrating Community Development Block Grant (CDBG) funding, new immigrant relations, referrals to social service providers such as PROP and provide staff liaison support to the Human Rights and Diversity Commission.
The Planning Division is responsible for comprehensive planning, zoning code updates, development approvals, sign permits and providing staff liaison support to the Heritage Preservation Commission and the Planning Commission.
Community Development Director Julie Klima oversees the work of the four divisions and represents the department on the City's leadership team and at City Council meetings. She is also active in the following:
- LRT planning
- Negotiating development and financial agreements
- Managing large redevelopment projects
- Collaborating with other units of government/agencies
- Preparing the department's budget and related Capital Improvement Plan funding
- Recommending CDBG and human services funding
- Promoting positive legislative outcomes
