All applicants are responsible for reading and complying with Eden Prairie City Code Section 11.55, which applies to all work authorized by this permit.
A Land Alteration Permit is required for any land disturbing activity of 100 cubic yards or more, including: excavating, grading, scraping, clearing and grinding of tree stumps, filling or other changes or movement of earth which may result in diversion of a man-made or natural water course or erosion of sediments, or disruption of vegetation covering more than 10% of any land.
If the project disturbs less than 100 cubic yards and/or is within a: shoreland area of a lake or creek, a conservation easement, or has a bluff or steep slope area of at least 25% grade, the applicant must apply for one or more additional permits as outlined by City Code Sections 11.50, 11.51 and 11.60.

If the Fee Owner of the property is not the applicant, the applicant must submit with the application a signed "Consent of Owner." The consent must be uploaded into the application. To request a copy of this document contact the Engineering Division.
Please allow 2 weeks for application review and issuance of permit.
Application Requirements*
- One (1) full-size copy of plans (showing existing topography, proposed grading, erosion control and restoration plan). Site features to be included are proposed locations of building pads, anticipated stockpiles, water bodies or wetlands within and adjoining the property and stormwater facilities.
- Specifications and final Stormwater Management Report will be required if project is one (1) acre or greater. This should include the 10-year storm sewer sizing calculations.
- Financial security will be required at 125% of the estimated cost of site grading, which includes import/export of material, erosion control and site restoration. Financial security must be in the form of a City-approved bond, letter of credit or cash deposit. Contact Corey Kurth to request the appropriate form.
- Executed copy of contract documents for grading work, including excavation and restoration.
- Project schedule and sequence of construction activities.
- Copies of all applicable permits from other permitting authorities (i.e., Watershed Districts, MPCA, DNR, etc.)
- An MPCA Construction Stormwater Permit is required for “construction activity that results in land disturbance of equal to or greater than one (1) acre or if a project is part of a common plan of development or sale that ultimately will disturb greater than one (1) acre.”
- Copies of written approvals from all interested parties, if required (i.e., Minnesota Land Trust, easement documents from adjacent property owners, homeowner's association, etc.)
- Copy of Storm Water Pollution Prevention Plan (SWPPP).
- Name, address, phone number and email for the Design Professional, Certified Professional in Erosion & Sediment Control or Licensed Professional Engineer that is responsible for conducting inspections, monitoring and maintenance of the site. City staff will email an invitation to the professional for PermiTrack ESC, a web-based tracking system for documenting the project.
