Board of Appeal and Equalization

The Board of Appeal and Equalization has statutory responsibility to review estimated market values and property classifications in the City. Its function is to hear appeals of individual property owners and determine the correct value or classification. The Board consists of five (5) members-at-large.

MN Statute 274.01: The appointing body [City Council] shall determine the number of members of the board, the compensation and expenses to be paid, and the term of office of each member. At least one member of the special board of review must be an appraiser, realtor or other person familiar with property valuations in the assessment district.
